Well parents are extended a lot of leeway for how they discipline their kids in their homes.
…But this isn’t in their home. it’s a public setting. And hopefully assault and child abuse charges have been filed and this woman is no longer around her child pending court intervention.

I was joking but agree that it's subjective and depends on the kid.
Leaving pouting kids who refuse to move is one of the easy lessons to teach. And that looked like an uncrowded enough area for it to be free of the worry that some lunatic toolbag will try to take advantage of the situation.
