He can’t. He’s far past the age where he can be the kind of QB who can carry teams on skill alone. He needs to be like Brady and put an insane amount of work in to maximize his current peak. Rodgers fights the good fight on some stuff off the field, but on the field? He’s just not that kind of guy. He’d rather do his annual ayahuasca retreat (which I’d recommend to anyone to try at least once) and go to concerts instead of showing up to OTAs with his new team.

This attitude has always been the issue with him when things go wrong. It’s everyone else’s fault. Not really his.
