BRATTLEBORO — A former Vermont State Police trooper will serve 30 days in prison and six years of probation as part of a plea agreement for lewd and lascivious conduct with a minor.
Todd Chisholm, 59, of Northbrook, Mass., pleaded guilty to the charge in March. He was sentenced Wednesday in Windham Superior Court, Criminal Division.
Originally, Chisholm faced life imprisonment on charges of
repeated sexual assault of a child under the age of 16, two counts of sexual assault and one count of lewd and lascivious behavior.
“I don’t think that justice is being served completely,” the victim, now an adult, said in court, according to
VTDigger.
Chisholm had an affair with the child's mother that ended in 1998, during which time he started sexually “grooming” the child, court documents state. About four years later, he sexually assaulted the victim, the first time in Vernon at 11 years old, and a second time, also in Vernon at 14. He had admitted to the acts in court in front of Judge John Treadwell.

After 13 years as a trooper, Chisholm left the State Police in 2001. The victim first reported the assaults in 2019 then an investigation resulting in charges in 2020 was conducted by the Vermont State Police.
Chisholm confessed to assaulting the child to the pastor of the Advent Christian Church in Vernon, according to court documents.
