Both McKinney and Dugger are massive overpays. Zero Pro Bowls or All Pro's between them, yet the crack the top 6 in salaries. NFL teams valuation process is very bizarre.
But overpaying for Dugger helps insulate Kraft from the "Too cheap" blowback deserved for not landing Ridley, and at a savings a/k/a positional cost difference of about $8 million per year.
I would classify Dugger as a slight overpay, he's an excellent player. This article breaks it down pretty well.
