He's an upgrade for what they've had.. not a big one though.. Feels like they are building a borderline playoff team / wild card one-and-done.. much like they were with Carrol that last few years in Seattle.
We'll see what else they do in FA and draft, they have some good pieces.. if they make the right moves I could see that being a very competitive division.
Harold Landry seems like a no-brainer to me, assuming he's still a fit for Vrabel's defense.

Not usually. But, sometimes, teams do move on (see Thuney, Joe), and that was the hope.
